The Oslo Statement on Strengthening the Council of Europe

The 28 March 2023 Oslo Meeting on the Council of Europe gathered parliamentarians, academics, and civil society representatives to discuss challenges facing the organization ahead of its Summit in Reykjavik on 16-17 May 2023. As an outcome of the discussions at the meeting, a statement has been drafted by the Norwegian Helsinki Committee in consultation with other stakeholders.

The statement is endorsed by central human rights organisations in Norway, and by all members of the Norwegian Parliament’s delegation to the Parliamentary Assembly of the Council of Europe (PACE). It focuses on measures to improve the execution of judgments by the European Court of Human Rights, ensuring that Member States adhere to democratic principles, including civil society in the organization’s work, and the Council of Europe’s role in ensuring accountability and strengthening of rule of law in Ukraine.
