Accountability in Ukraine: How can it be achieved?

Russia’s invasion of Ukraine was but two weeks underway, when in March 2022, the UN Human Rights Council mandated an Independent International Commission of Inquiry on Ukraine to carry out investigations of human rights violations and violations of international humanitarian law. The resolution reflected the deep international concern at the horrors unfolding, as only two states – Eritrea and Russia itself – voted against it.

The Commission was asked to collect, consolidate and analyse evidence; and where possible, to identify the individuals or entities responsible for violations of human rights or international humanitarian law, or other related crimes, with a view to ensure that those responsible are held accountable.

The Commission of Inquiry presented its report to the Human Rights Council in March 2023. Parallel with the work of the Commission, local activists and regional organisations have also worked to establish facts and secure witness testimonies and evidence. In their work, they make use of cutting-edge technology and documentation tools.

However, if accountability is our ultimate aim, what are our chances of achieving it?
