In 2011 NHC published two reports on the lack of effective investigation in Georgia. NHC has now released its third report, Waiting for Russian Justice, which clearly indicates that Russia is not investigating effectively. Georgia is a state party to the International Criminal Court (ICC). The Norwegian Helsinki Committee believes that it is now time for the ICC to take a more proactive role regarding the Georgia war, in order to defend the interests of the victims and satisfy the need for accountability in the Caucasus region, which since the break-up of the Soviet Union has seen many armed conflicts, but little justice.
